描述
控制繫結憑證的 CNG 私密金鑰提供者在簽署期間能否顯示 PIN、同意、權杖或雲端核准等使用者介面
此設定適用於透過 PFX 檔案、Windows 憑證存放區或憑證內容選擇的身分；明確的 CNG 金鑰 API 自帶各自的 AllowUI 參數

備註
預設仍為靜音模式，無人值守的服務不會被突冒出的提供者視窗卡住
互動模式下，RSA 與 ECDSA 分離簽章經由 NCrypt 處理，並省略 NCRYPT_SILENT_FLAG
