建立指定列數與欄數的表格。先用其他表格函式設定表格，再用 DrawTableRows 把表格畫到頁面上

參數

RowCount新表格應有的列數
ColumnCount新表格應有的欄數。

傳回值

0無法建立表格。列數與欄數必須大於等於 1。
Non-zeroTableID，可搭配其他表格函式使用。
