参数

TableID	由 CreateTable 函数返回的 TableID
FirstRow	要设置的第一行行号，最上方一行为第 1 行
FirstColumn	要设置的第一列列号，最左侧列的列号为 1
LastRow	要设置的最后一行行号
LastColumn	要设置的最终列编号 0 = 所有边框 1 = 左 2 = 上 3 = 右 4 = 下
BorderIndex
NewWidth	指定边框的新宽度 double NewWidth);
