参数

MeasureDictID由 GetImageMeasureDict 函数返回的值，要设置的项目索引，第一个项目的索引为 1
ItemIndex
NewValue项目的新值

返回值

0MeasureDictID 参数不正确，或 ItemIndex 参数超出范围
