向文档添加新的大纲项。大纲项可按层级结构添加。在 Acrobat Reader 中，大纲称为书签

| Parent | 根项目使用 0，子项目使用其父项目的 ID（由 NewOutline 函数返回），也可使用 GetOutlineID 函数获取有效的大纲 ID |
