失败行为
对缺失或格式错误的 /SpiderInfo 元数据，该函数不引发错误，而是返回 0
备注
该结果定义 GetWebCaptureCommand 有效的从 1 开始的索引范围。该 API 只检查 ISO Web Capture 命令元数据，不执行任何网络访问
