若指定的注释带有目标条目，此函数返回一个 DestID

DestID 可与 GetDestPage、GetDestType 和 GetDestValue 函数一起使用。若注释没有目标条目，此函数返回零

GetAnnotActionID 函数可能返回可供 theGetActionDest 函数使用的值
