Action that fits the whole page inside the viewport

The constructor presets Caption to Fit Page and Hint to Fit whole page; executing calls SetZoomMode(zmFitPage) on the assigned viewer

Checked reflects whether the viewer's ZoomMode currently is zmFitPage
