Description
TPDFlibSignatureCertificate is the record filled by GetSignerCertificate on TPDFlibSignatureVerifier
It summarises the X.509 certificate that produced the signature so a caller can show the signer identity and validity window without a cryptography stack

| SerialNumber | The serial number as uppercase hex, most significant byte first |
| NotBefore | The validity start in UTC |
| NotAfter | The validity end in UTC |
| ValidNow | True when the local now falls within the validity window |
