Enables one or both WTPDF 1.0 conformance declarations for the selected document

Parameters

Language	BCP 47 document language; an empty value preserves the current catalog language
Conformance	Bit mask where `1` declares accessibility, `2` declares reuse, and `3` declares both

Return values

0	The conformance value is outside 1 through 3, no document is selected, or the mode could not be enabled
1	The declarations were written

Remarks

The method raises the effective PDF version to 2.0 and writes standards-defined PDF Declaration URIs in an RDF bag while preserving unrelated declarations
