Configures TSA retry attempts

Function SetTimeStampRetryCount(RetryCount: Integer): Integer;

Parameters

RetryCount	0..10 extra attempts after transport failures or 5xx replies; values above 10 clamp to 10

Return value

1 when the policy was stored, 0 for negative input

Remarks

Attempts wait a linear backoff (250 ms times the attempt number) before repeating the POST; the fetch side treats any value outside 0..10 as single-shot
