Sets positional key-usage patterns in the certificate seed value dictionary of a signature field

Index	Signature field index
Patterns	Semicolon separated patterns; each character position maps to one of the nine X.509 key-usage bits with `1` requiring the bit, `0` forbidding it and `X` ignoring it

1 when the patterns were stored, 0 for an invalid field or empty input

For example 1XXXXXXXX demands a certificate with the digitalSignature bit; several patterns describe a range of acceptable certificates

The entry turns on the certificate seed value KeyUsage flag, making the patterns a required constraint at sign time
