Description
Declares the legal attestation a signer wants to use, validated against a required LegalAttestation seed-value constraint at sign time

Return value
1 when the value was stored, 0 for an invalid process id
Remarks
When the signature field seed value sets the LegalAttestation flag, the declared value must equal one of the entries in the field's LegalAttestation array or signing stops with a seed-value error
An empty accepted array requires the signer to declare no attestation
