Description
Configures the digital signature process to create a certifying signature with a complete DocMDP transform
The generated signature dictionary receives a /Reference entry with the requested permission level, and the document catalog receives a matching /Perms /DocMDP reference to that signature dictionary

| Level | 0 disables certification, 1 permits no changes, 2 permits form filling and signing, and 3 additionally permits annotations |

Certification constraint
A certifying signature must be the document's first signed signature and the catalog must not already contain a DocMDP permission reference
If either condition is violated, the signing operation is rejected instead of emitting a second or ambiguous certification structure
Verification
TPDFlibSignatureVerifier.GetSignaturePermissionInfo* reports the permission level, structural validity, and whether the catalog reference matches the selected signature
