Assigns an inclusive page range to an empty part and converts it into a leaf

PartID	An empty root or child part in the selected hierarchy
StartPage, EndPage	Inclusive one-based page range

Returns 1 on success or 0 when the part has children, already has a range, lies outside the hierarchy, or any page is already assigned

This method enables a valid one-level hierarchy by assigning the complete page range directly to the root part
