Description
Squeezes output bytes from a finalized SHAKE context, permuting across rate windows as needed
A context that is still absorbing is finalized implicitly first, so a single call on a fresh context yields output directly

Remarks
Squeezing is repeatable: successive calls continue the output stream, which is the defining XOF property the fixed-length SHAKE256 helpers cannot offer
