Description

Fires with NewPercent whenever the effective zoom changes, triggered by SetZoomPercent, ZoomInStep and ZoomOutStep, and by fit modes recomputing their factor on resize, rotation and DPI changes

NewPercent reports the zoom currently in effect, so in fit modes it is the computed fit factor; notifications are suppressed while the value stays within 0.01 of the last reported percentage
