Moves an annotation to another 1-based position in the selected page Annots array

| NewZOrder | Target 1-based position where larger values are treated as higher Z order |
Return values
1 when both positions are valid, otherwise 0
Remarks
The operation moves the existing indirect reference in place and does not copy the annotation dictionary or appearance stream
Indices between the old and new positions change after a successful move
