Description

Generates an ML-DSA-44 public and secret key pair deterministically from a 32-byte seed

Return values

	True when Seed contains exactly 32 bytes and both outputs are generated
	False for an invalid seed length; PublicKey and SecretKey are then empty

Remarks

This is the ML-DSA-44 parameter set defined by FIPS 204. PublicKey contains 1312 bytes and SecretKey contains 2560 bytes. Key generation is deterministic for the same seed and the implementation is checked against the official known-answer vector
