Viewer interaction, annotations and hotspot links

Description

When True a click on a link or annotation fires OnLinkClick or OnAnnotClick; the default is True

Turning it off leaves rendering and hit testing intact while stopping annotation activation, so hosts can implement their own click handling; form field interaction is governed separately by InteractiveForms
