Description
Returns the raw /SigFlags value from the document AcroForm dictionary (ISO 32000-1 Table 218). Bit 1 (value 1) is SignaturesExist, meaning the document has at least one signature field; bit 2 (value 2) is AppendOnly, meaning the document is certified and viewers should reject any edit that is not an incremental signature append

Remarks
Use SetSigFlags to write the value back; setting bit 2 bumps the PDF version to 1.5 because AppendOnly is a PDF 1.5 feature. The function takes no parameters
