Description
Returns the parser limits configured on the library instance

| MaxContainerItems | Receives the maximum items in one array or dictionary, where 0 means unlimited |
| MaxErrors | Receives the maximum tolerated parser errors, where 0 means unlimited |

Remarks
A new instance defaults to a nesting limit of 256 with no container item or error-count limit
The two-parameter overload leaves out MaxErrors
