Remarks

Returns a static capability description for target 0, 1 or 2, rather than the result of the latest document check

Part 2 reports checked, unverified and traversal limits; fullCertification is always false, including when the implemented checks pass

The limits are 256 structure levels, 100000 structure objects, and 256 role-map hops; exceeding a limit fails validation instead of silently dropping nodes

Invalid targets return error JSON and set LastErrorCode=401; invalid DLL instances return a null pointer, wide DLL results are instance-owned, and A results contain UTF-8 JSON
