Description
ANSI variant of AddPublicKeyRecipientFromFile
Accepts string parameters as ANSI text and otherwise behaves identically to the wide-string entry point

Remarks
Recipients with the same permissions share one CMS envelope, while different permission masks create separate envelope groups
The DLL also exports DLAddPublicKeyRecipientFromFileA for ANSI paths
