ANSI variant of SetPublicKeyDecryptionPFX
Accepts string parameters as ANSI text and otherwise behaves identically to the wide-string entry point

Remarks
The credential remains active across document loads until replaced or cleared
The DLL also exports DLSetPublicKeyDecryptionPFXA for ANSI strings
