ANSI variant of SetEncryptedPayloadFromString
Accepts string parameters as ANSI text and otherwise behaves identically to the wide-string entry point

Remarks
The function stores bytes without decrypting or rewriting the payload and automatically raises the outer document to PDF 2.0
