Creates an empty ordered TPDFContentFilterChain for instruction-level page content transformations

Return values

	A newly allocated empty `TPDFContentFilterChain`

Failure behaviour

Allocation failures propagate as the normal Delphi exception. The function does not require a selected document and does not return nil on successful allocation

Remarks

Add callbacks with TPDFContentFilterChain.Add in the order they must run, optionally passing a caller-defined FilterData pointer. The caller owns the returned object and must free it. Passing an empty chain to ApplyContentFilterChainExt returns 0
