Description
Appends a next-action to an existing action handle by selecting the action kind with a named builder constant

Remarks
The helper reuses the same internal action construction path as the action-specific AddActionNext* methods, so PDF/A and PDF/X-6 restrictions and action introspection remain consistent
Thread actions use indirect references to an existing article thread and bead, so
Value and FieldNames are ignored for PDF_ACTION_BUILDER_THREAD
