Controls whether a certificate-bound CNG private-key provider may display PIN, consent, token, or cloud-approval user interfaces during signing

This setting applies to identities selected through a PFX file, Windows certificate store, or certificate context; explicit CNG key APIs carry their own AllowUI parameter

Tichý režim zůstává defaultem, aby neobsloužené služby nezasekly na neočekávaném okně providera
